Agua Arc is a mission-driven consulting practice specializing in strategic communications, stakeholder engagement, and partnership development for water, watershed, and climate resilience.We support water utilities, public agencies, nonprofit organizations, and technical partners in delivering clean water, protecting watersheds, reducing natural hazard risks, and building climate resilience solutions. We achieve this through thoughtful strategy, genuine engagement, and collaborative implementation.Agua Arc is uniquely positioned, as we operate at the intersection of technical expertise, policy, and regulatory context, along with creativity and community engagement, drawing on deep experience across the water and environmental sectors. The Origin Story
Agua Arc was founded by Tiffany Ledesma, who brings over 25 years of direct, on-the-ground experience serving water utilities, government agencies, nonprofit organizations, and community partners, providing communications-related services on topics such as green stormwater infrastructure, flooding, and drinking water. Born and raised in Puerto Rico, Tiffany developed a lifelong connection to water and nature in the island's coastal and green spaces. As a graduate student, she worked with Puerto Rico’s Department of Natural Resources and Environment on a coastal management plan and began to SCUBA dive to support this effort. These early experiences furthered her appreciation for water, ecological communities, the human communities along the coast, and the vast network of upstream communities that influence the health of downstream waters.Upon settling in Philadelphia, Tiffany carried her water passion into a career, working with the U.S. Environmental Protection Agency's (EPA) Office of Water, the Academy of Natural Sciences, and for nearly two decades supporting the Philadelphia Water Department (PWD). While supporting PWD, she helped advance the City's adoption of green stormwater infrastructure (nature-based solutions) - Green City, Clean Waters - and was behind various public-facing campaigns, innovative and creative programs, and partnerships. Later, she brought her expertise to the Federal Emergency Management Agency (FEMA), where she supported multiple states and Puerto Rico in reducing natural hazard risks and strengthening climate resilience.Throughout her career, Tiffany has always focused on the human side of water and environmental work, building partnerships, creating incentives for public participation, integrating arts and culture, and reimagining traditional communications to facilitate solutions and create meaningful impact for diverse communities and clients.

Tiffany's journey inspired the creation of Agua Arc. The name reflects her roots and mission. Agua represents her upbringing and foundational experiences in public service. Arc symbolizes her role as a bridge.
